If you've gotten all the lug nuts or lug bolts out of the wheel and it won't come off, what you want to do is just thread one of the lugs back in a few turns so it will hold the wheel when it comes free. You can either use a large crowbar and pry or you can use a hammer and hit the tire. If you use a hammer, be careful not to hit the wheel. You just want to hit the tire then remove your lug and remove your wheel and tire.
